Box 808, L-293 DEPARTMENT
Livermore, CA 94551-0808
WASTE DISCHARGE REQUIREMENTS NO. R5-2008-0148 FOR DOMESTIC AND
EQUIPMENT WASTEWATER TO SEWAGE PONDS AND PERCOLATION PITS,
LAWRENCE LIVERMORE NATIONAL LABORATORY SITE 300, SAN JOAQUIN COUNTY
The Central Valley Regional Water Quality Control Board (Central Valley Water Board)
adopted Waste Discharge Requirements (WDR) No. R5-2008-0148 for discharges of
domestic and equipment wastewater to sewage ponds and percolation pits, and rescinded
WDR No. 96-248 on 11 September 2008. As a result of our oversight, WDR No.
R5-2008-0148 was adopted with the Standard Provisions from the California Code of
Regulations (CCR) Title 27, instead of the 1 March 1991 Standard Provisions from CCR
Chapter 15. A revision of WDR R5-2008-0148 to correct the Standard Provisions is not
possible at this time.
We understand that Lawrence Livermore National Laboratory (LLNL) is concerned with
maintaining compliance with that part of the Central Valley Water Board Order. Therefore, by
this letter we wish to assure you that staff will not recommend enforcement of any of the
monitoring requirements in the Title 27 Standard Provisions in R5-2008-0148 that do not apply
to LLNL's facility. Until such time as a revised Order is adopted, Central Valley Water Board
staff will evaluate LLNL's compliance with the Chapter 15, 1 March1991 Standard Provisions,
enclosed.
If you have any que tions, you may contact Kathryn Dominic at (916) 464-1588.
Antonia J.Vorster
Site and Groundwater Cleanup Program Manager
Enclosure
cc list on next page
California Environmental Protection Agency
C11$Recycled Paper
