This workplan was <br /> prepared in response the Central Valley Regional Water Quality Control Board's <br /> (CV-RWQCB) letter to Mr. Peter Moore of MonierLifetile dated January 18, 2001. <br /> Background <br /> AMEC,in support of MonierLifetile's application to classify waste crushed tile as inert <br /> and reuse as rubble fill, submitted the report "Classification of Waste Concrete Tile from <br /> Monierllfetile's Lathrop and French Camp, California Facilities" on December 26, 2000. The <br /> CV-RWQCB's review noted that the waste material was reported to contain chromium <br /> VI at concentrations determined by the DRVET method greater than the California <br /> Public Health Goal (PHG) in drinking water of 0.2 µg/L. The DIWET barium <br /> concentrations were noted to be in excess of the USEPA Integrated Risk Information <br /> System Reference Dose as a drinking water level of 480 µg/L. The CV-RWQCB also <br /> noted that total chromium concentrations determined by the Soluble Threshold Limit <br /> Concentration (STLC) method in the "Crushed Tile Characterization and Reuse Report" <br /> prepared by Kleinfelder, submitted September 11, 2000, had an average concentration of <br /> 0.52 mg/L and a maximum concentration of 1.3 mg/L. Based on these results, the CV- <br /> RWQCB requested additional characterization of the waste tile piles and surface water <br /> for chromium VI as determined by the DIWET methods. A limited characterization of <br /> the shallow groundwater in the stockpile areas was also requested on January 18, 2001. <br /> The waste stockpile sampling activities are included in the letter workp:an entitled <br /> "WYorkplan for Stockpile Sampling,MonierUjetile Lathrop and French Camp Facilities' prepared <br /> by Brown and Caldwell (March 27, 2001).
