The WDRs expired on <br /> 9 August 2001, and California Ammonia Company, dba CALAMCO (Discharger), submitted a Report <br /> of Waste Discharge, dated 1 March 2001. The Discharger applied for a permit renewal to discharge <br /> waste under the National Pollutant Discharge Elimination System (NPDES) from the CALAMCO - <br /> Stockton Terminal (Terminal). In review of the submitted information along with the storm water <br /> discharge violation, some issues have come to our attention, which need to be addressed by CALAMCO: <br /> A. Discharge of terminal storm water with pollutants: The past six years of annual storm water reports <br /> have shown that the storm water discharged from the terminal has contained significant <br /> concentrations of ammonia, ranging from 3.9 to 20 mg/l at pH values of 6.8 to 8.1 pH units, <br /> respectively, along with Oil & Grease concentrations as high as 11 mg/1 (see Table 1, Storm Water <br /> Monitoring Results, enclosed). The storm water discharge contains wastes other than storm water <br /> and is in violation of the following Prohibitions and Provisions: <br /> 1. Discharge Prohibition A.3., which states "Discharge of materials, other than storm water, that <br /> is not otherwise permitted by this Order to surface water or surface water drainage courses is <br /> prohibited." <br /> 2. Provision D.6., which requires the Discharger to implement its Storm Water Pollution <br /> Prevention Plan (SWPPP), including all information contained in Attachment C of the Order. <br /> The SWPPP Narrative Descriptions, Section C. III states "Water contained in the loading <br /> area is not released until it is confirmed that it does not contain a significant quantity of <br /> ammonia. Storm water contained within the containment dyke for the ammonia storage tanks <br /> is not discharged to the storm drain by a pump until it is confirmed that the water is clear, <br /> clean and does not contain a significant quantity of ammonia." From the data in Table 1, the <br /> Discharger has been discharging storm water with significant quantities of ammonia in <br /> violation of the SWPPP. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
