k'q KLEINFELDER <br /> 1 EXECUTIVE SUMMARY <br /> On behalf of its client International Raw Materials, Ltd., (IRM) Herum Crabtree Brown (HCB) <br /> contacted Kleinfelder and requested a proposal for the purpose of conducting a limited soil and <br /> groundwater assessment at the Mel Rice Terminal located at the Port of Stockton for the purpose <br /> of establishing the baseline environmental conditions of the property(Plate 1). Six aboveground <br /> storage tanks (ASTs) are located on the subject site which Kleinfelder understands are used for <br /> the storage of UAN 32, a Urea ammonium nitrate solution used as a commercial fertilizer. <br /> Kleinfelder's proposal titled "Revised Proposal, Limited Soil and Groundwater Assessment, Mel <br /> Rice Terminal, Port of Stockton, Stockton, California" (File No 0200lProp.Env/ST04PI65) and <br /> dated April 19, 2004 was subsequently approved by HCB on April 21,2004. <br /> On May 4th 2004, eleven push probes PP-1 through PP-11 were advanced in the vicinity of the <br /> six ASTs at the subject site (See Plate 2). The eleven push probes were advanced to approximate <br /> total depths that ranged between 10 and 16 feet below ground surface (bgs). Groundwater was <br /> encountered between approximately 9 and 12 feet bgs. <br /> A summary of Kleinfelder's findings are summarized as follows: <br /> • Based on the soil and groundwater sampling results it appears that past operations related to <br /> the onsite ASTs have impacted both soil and groundwater with elevated levels of Total <br /> Kjeldahl Nitrogen(TKN), ammonia as N, and nitrate as N. <br /> • A nitrate and ammonia contaminant plume exists beneath the site (See Plate 3 and 4) which <br /> is oblong and irregular shaped, measuring approximately 480 by 400 feet (based on the <br /> estimated 100 ppm ammonia/nitrate as N isocontour lines). The vertical and lateral extent of <br /> the plume is un-known, although attenuation with lateral distance in each direction is <br /> apparent, based on the two isocontour maps developed. <br /> • It appears unlikely that domestic wells are located in the vicinity of the subject site for <br /> drinking water due to the industrial activities in the area. However Kleinfelder recommends a <br /> survey of potential wells in the area, to evaluate risk to potential wells or sensitive receptors <br /> in the area. Elevated nitrate levels in groundwater have documented detrimental effects to <br /> the health and welfare of the public. <br /> • Kleinfelder recommends that a copy of this report be submitted to the San Joaquin County <br /> Public Health Services Department Environmental Health Division (SJC/EHD) for their <br /> review and continent. <br /> For additional discussion of Kleinfelder's findings please refer to the "Discussion of Results" in <br /> Section 5 and the "Conclusions and Recommendations"in Section 6. <br /> This report, and the conclusions and recommendations presented in this Executive Summary, are <br /> subject to the "Limitations" presented in Chapter 7 of this report.
