Based on the groundwater data, the Corrective Actions at the site have <br /> eliminated or reduced the source of pollutants. Therefore, the groundwater quality is <br /> improving and contaminant levels should reach cleanup levels in a reasonable period of time. <br /> Projections provided by the discharger suggest that TDS concentrations will drop below 450 <br /> ug/I in 2018 and Chloride will drop below 47ug/I in 2014 (their respective cleanup goals). Staff <br /> is recommending no further action at this time and will recommend to the Regional Water <br /> Board that the Waste Discharge Requirements for the former Southwest Hide Facility be <br /> rescinded after the following actions are complete: <br /> 1. Submit to the Regional Board proof that the deed or some other instrument that is <br /> normally examined during a title search, has been modified to include, in perpetuity, a <br /> notation to any potential purchaser of the property stating that: <br /> a. the parcel contains a closed waste water pond, <br /> b. soil with designated levels of TDS and Chloride remain at this site and <br /> C. use options for the parcel may be restricted by the Central Valley Regional <br /> Water Quality Control Board, the California Department of Toxic Substances <br /> Control, or the San Joaquin County Environmental Health Department. <br /> 2. The monitoring wells are abandoned pursuant to all applicable well abandonment <br /> regulations. <br /> Staff looks forward to working with you to complete the closure of this site and rescinding the <br /> Waste Discharge Requirements.
