WASTE DISCHARGE REQUIREMENTS -4- <br /> SOUTHWEST HIDE COMPANY <br /> SURFACE IMPOUNDMENT CLOSURE <br /> SAN JOAQUIN COUNTY <br /> a. require a higher level of containment than provided by the <br /> unit, <br /> b. are 'restricted hazardous wastes' , or <br /> C. impair the integrity of containment structures, <br /> is prohibited. <br /> B. Discharge Specifications: <br /> GENERAL SPECIFICATIONS <br /> 1 . Wastes shall only be discharged into, and shall be confined to, the <br /> surface impoundments or the recycling system specifically designed <br /> for their containment, shown on Attachment "B" . <br /> 2. A minimum separation of 5 feet shall be maintained between wastes or <br /> leachates and the highest anticipated elevation of underlying ground <br /> water, including the capillary fringe. <br /> 3. Prior to the discharge of waste to a waste management unit (WMU) , <br /> all wells within 500 feet of the unit shall have sanitary seals <br /> which meet the requirements of the Solano County Health Department <br /> or shall be properly abandoned. A record of the sealing and/or <br /> abandonment of such wells shall be sent to the Board and to the <br /> State Department of Water Resources. <br /> 4. The Discharger shall implement the waste characterization and load <br /> checking procedures described in the Discharger's 12 December 1990 <br /> technical report to preclude the discharge of 'hazardous waste' and <br /> unauthorized waste at this facility until a revised load checking <br /> program is approved by Board Staff. <br /> General WMU Construction <br /> 5. Water used for facility maintenance shall be limited to the minimum <br /> amount necessary for dust control , moisture conditioning for repair <br /> of clay liners and clay cover soil , and to establish vegetation to <br /> prevent erosion. <br /> 6. Materials used to construct liners shall have appropriate physical <br /> and chemical properties to ensure containment of discharged wastes <br /> over the operating life, closure, and post-closure maintenance <br /> period of the WMUs. <br />
