As discussed, we are in agreement that the drainage for <br /> the area west of the subdivision is best to connect to the line <br /> at the extension of La Loma Way. The line along La Loma Way and <br /> Oakwilde Avenue will need to be oversized for the additional <br /> drainage . Your latest plan submittal of May 1, 1987, reflects <br /> this revision. However, other comments noted in our letter of <br /> April 23 , 1987 have not been incorporated in the plan . These <br /> comments will need to be addressed prior to finalizing the master <br /> plan . <br /> The ot:zer major item of discussion was related to the develooer ' s <br /> request to form an assessment district or, secondarily, an area <br /> of benefit for oversizing and construction of off-site <br /> improvements . These issues have been reviewed by the County' s <br /> Urban Development Coordinating Committee . It was the consensus <br /> that the committee would recommend that the Board of Supervisors <br /> consider formation of an assessment district under the following <br /> circumstances : <br /> 1 . The assessment district would be set up only for <br /> financing of the storm drainage and public water systems . <br /> Roads , street lights , and other facilities , would not be <br /> eligible for financing under the assessment district. The <br /> basis for this recommendation is that both the drainage and <br /> water facilities appear to be needed on a larger community <br /> basis as opposed to only for this specific project . An area <br /> of benefit to reimburse the assessment district for the cost <br /> of oversizing water and drainage facilities maybe a <br /> possibility. Another alternative would be to make the limits <br /> of assessment district the same as the master plan boundary <br /> as stated in No . 2 below. <br />
