Modesto, California 95353 J U fV 10 10087 SUBJECT : MORADA ESTATES NORTH SUBDIVISION Gentlemen : ENVIROMENTAL HEALTH E ERIAII/SEHVICtS This is to follow-up the discussion at our last meeting regarding the master storm drainage plan for the above referenced project . As discussed, we are in agreement that the drainage for the area west of the subdivision is best to connect to the line at the extension of La Loma Way. The line along La Loma Way and Oakwilde Avenue will need to be oversized for the additional drainage . Your latest plan submittal of May 1, 1987, reflects this revision. However, other comments noted in our letter of April 23 , 1987 have not been incorporated in the plan . These comments will need to be addressed prior to finalizing the master plan . The ot:zer major item of discussion was related to the develooer ' s request to form an assessment district or, secondarily, an area of benefit for oversizing and construction of off-site improvements . These issues have been reviewed by the County' s Urban Development Coordinating Committee . It was the consensus that the committee would recommend that the Board of Supervisors consider formation of an assessment district under the following circumstances : 1 . The assessment district would be set up only for financing of the storm drainage and public water systems . Roads , street lights , and other facilities , would not be eligible for financing under the assessment district. The basis for this recommendation is that both the drainage and water facilities appear to be needed on a larger community basis as opposed to only for this specific project . An area of benefit to reimburse the assessment district for the cost of oversizing water and drainage facilities maybe a possibility. Another alternative would be to make the limits of assessment district the same as the master plan boundary as stated in No . 2 below.
