N. 086-070-13
Morada North Subdivision - Zagaris
Subject ; Percolation Test Requirements
Dear Mr. Miller:
Recently, Mid-Valley Engineering, Inc. , project engineer for
Zagaris Management Company, Inc. , submitted improvement plans n
referenced project. These improvement plana have been _generated
in strict compliance with the conditions of approval for this
development, as set forth by the San Joaquin County Planning
Commission at their regular meeting, held on March 19, 1987.
To that end, and in particular, I want to direct your
attention to condition 3e on page 3 of said conditions.
Specifically, condition 3e does not indicate that percolation
tests be taken on all lots (66 total ) . this condition
specifically :sets forth a minimum requirement of tests to be
taken, together with a procedure to be implemented if, and only
if, certain requirements of the percolation test are in excess of
stated values. It has been brought to my attention from my
colleague, Mr. Tosc:hi, that: upon your review of our work your
comments indicate that: you are now requiring a percolation test to
be taken on each lot. This, of course, in my opinion is not what
the approved condition states, but is in excess of the work
required by the approved condition.
I have carefully reviewed this situation and am setting forth
my opinions with regards to this matter:
1.. The condition as written is well formulated and will
allow sufficient data to be generated by the test results
to be utilized for design purposes. The testing will be
done by the firm of J. H. Kleinfelder and Associates. We
have consulted with this firm on this very matter and
indications by them are that existing conditions for
development of this property are favorable with respect "
to proposed leach field syst erns.
ROY A.
