Approve the Negative Declaration and instruct the Clerk to <br /> file a Notice of Determination; and <br /> 2 . Approve the revision to Quarry Excavation Permit No . QX-86-5 <br /> by adding a coal ash and sand blending component to the <br /> existing quarry, and add Planning Divisiot. Conditions No . <br /> 3 (g) and (h) and San Joaquin Local Health District Conditions <br /> No . 1 ( f ) , (g) , (h) , and ( i ) to ensure that the on-site use of <br /> the coal ash does not create either a nuisance or a poten- <br /> tially significant environmental impact . <br /> BASIS FOR RECOMMENDATION <br /> The staff analysis, which included input from local responsible <br /> agencies, and an Early Consultation coordinated through the State <br /> Clearinghouse indicate that the on-site use of coal ash as a sand <br /> I blending component will not have any adverse effects on the <br /> surrounding area, on air quality, or on the adjacent San Joaquin <br /> River . <br /> PROJECT DESCRIPTION <br /> The applicant is seeking to amend existing Quarry Excavation <br /> Permit No. QX-86-5 . This revision would add a coal ash and sand <br /> blending component to the existing quarry. The applicant wants <br /> to bring fly ash from the Energy Factors Co-Generation Plant in <br /> Stockton to the existing processing plant at the quarry site . <br /> The ash would be immediately mixed with stockpiled sand, forming <br /> a mixture of approximately 70 percent sand and 30 percent ash. <br /> This augmented sand would then be temporarily stockpiled :)n-site <br /> until sold and transferred to customers who will ultimately uti- <br /> lize the augmented sand as a building four.,dation material .
