Item No . 3 <br /> PC : 6-15-89 <br /> RA-89-8 (QX-86-5) <br /> Page 2 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Property History: <br /> On October 2 , 1986 , the Planning Commission approved Quarry <br /> Excavation Application No . QX-86-5 . This application was for a <br /> permit to remove approximately 100, 000 to 200 , 000 cubic yards <br /> of sand per year from a sandbar in the San Joaquin River , over <br /> a five- to ten-year period. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Operational Characteristics: <br /> The existing quarry is located on the west bank of the San <br /> Joaquin River . Excavation is limited to an existing sand bar <br /> outside of the riverbed. Bulldozers and front-end loaders are <br /> used to excavate the sand. The sand is now screened and stock- <br /> piled on-site prior to removal by truck along an existing gra- <br /> vel road to Mossdale Road and Interstate 5 . Approximately, <br /> 1000 gallons of water per day is now pumped from the river for <br /> use in the sand screening operation and for dust control on the <br /> haul road. <br /> If this revision is approved, 2000 tons of coal ash per month <br /> will be brought to the site from the Energy Factors <br /> Co-Generation Plant in Stockton. Approximately four truck <br /> loads of coal ash will be brought to the site daily. As each <br /> truck load of coal ash is brought on-site, it will be imme- <br /> diately mixed with enough stockpiled sand to form a 7090-30% <br /> sand-to-ash mix. No unaugmented ash will be stockpiled on- <br /> site . The sand-ash mixture will be temporarily stockpiled on- <br /> site until tiie mixture is sold and hauled off the site . <br /> A concrete slab designed with a five-foot-high block wall on <br /> three tides and an opening on the fourth side for truck loading <br /> will be used for the ash staging and sand-ash mixing areas . <br /> Any of the sand-ash mixture to be temporarily stockpiled would <br /> be stockpiled on this concrete slab in the sand-ash mixing <br /> area. Each of the two bays will be sloped to a drain, and any <br /> drainage water will be pumped into an adjacent water truck. <br /> This drainage water can only be used to wet the storage pile <br /> and will not be used for dust control on the access roads . <br /> Conditions of approval relative to the storage and handling of <br /> the ash have been developed by the Local Health District . <br />
