ATTACHMENT TO INITIAL STUDY FOR RA-89-8 <br /> DISCUSSION OF ENVIRONMENTAL IMPACTS : <br /> 1 . The Regional Water Quality Control Board commented that run- <br /> off water from the sand-ash mixing facility should not be <br /> allowed to cause a water quality problem for either surface <br /> or ground water and suggested various methods for run-off <br /> control such as covering the material and storing it on an <br /> impermeable pad. The applicant is proposing to utilize a <br /> concrete slab with block walls for the mixing facility, and <br /> all run-off will be retained in a holding tank. Also, all <br /> mixing activities and temporary storage of the sand-ash mix- <br /> ture will occur on the land side of the levee . The <br /> Department of Fish and Game also commented that the coal ash <br /> and sand blending should not occur on the river side of the <br /> levee . The Local Health District has also developed con- <br /> ditions of approval relative to the storage and handling of <br /> the ash material to prevent contamination of the nearby San <br /> Joaquin River . <br /> 4 . The Department of Health Services has determined that the <br /> coal ash is a nonhazardous material . The Local Health <br /> District is also requiring that the ash stockpile be covered <br /> or put under a roof to minimize any threats to air and water <br /> quality. The Air Pollution Control District has also noted <br /> that the applicant has applied for an Authority to Construct <br /> (AC) permit and that all air quality issues will be addressed <br /> in the AC . Additionally, when the ash is trucked to the <br /> site, the material is wet and, therefore , does not present an <br /> air quality threat . <br /> 8 . a. Approximately four truck loads of coal ash will be brought <br /> to the site per day. Without the revision, there are <br /> already approximately 140 trip ends per day occuring during <br /> peak hauling. The addition of four truck loads of coal ash <br /> per day is not expected to create any significant traffic <br /> related impacts .
