S0 JOA U 1 Environmental Health Department <br /> U ; i y I AMENDED <br /> 2/6/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PARKWOODS CLEANERS 1901 COUNTRY CLUB BLVD, STOCKTON February 06, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> 1.A 55-gallon black steel drum storing solid petroleum distillate dry cleaning hazardous waste, generated from the <br /> DF-200 hydrocarbon dry cleaning system, is missing the hazardous properties and physical state(see photos IMG <br /> 0660-2). The 55-gallon drum is located in an outside storage shed on the north side of the facility. <br /> 2.A square poly container, approximately 5-gallons in size and labeled Solvair cleaning fluid, and storing liquid <br /> propylene glycol hazardous waste is missing the words"Hazardous Waste"and an accumulation start date(IMG <br /> 0664, 0668-9).The poly container is located in the outside storage shed on the north side of the facility.According <br /> to Jeff Kitto, owner,this waste was generated from the Solvair dry cleaning system,which was replaced with the <br /> DF-2000 hydrocarbon dry cleaning system. It is unclear when the Solvair system was replaced with the <br /> hydrocarbon system. It is also unclear how long the container of propylene glycol hazardous waste has been stored <br /> on-site. <br /> 3.Another square poly container, approximately 5-gallons in size, and storing liquid propylene glycol hazardous <br /> waste is missing the words"Hazardous Waste", name and address of generator, hazardous properties, physical <br /> state, composition (contents), and accumulation start date(IMG 0667). This poly container is also located in the <br /> outside storage shed on the north side of the facility. <br /> 4.A 5-gallon white bucket storing solid petroleum distillate dry cleaning hazardous waste is missing the words <br /> "Hazardous Waste"and was marked with an inaccurate physical state-"liquid" (IMG 0675-8).The 5-gallon bucket <br /> is located on the north end of the facility near the two dry cleaning machines. <br /> 5. Two unlabeled white poly containers, each approximately 30 gallons in size, are storing waste DF-2000 <br /> hydrocarbon fluid contaminated with bacteria, according to Jeff Kitto, owner(IMG 0683). The two containers are <br /> missing the words"Hazardous Waste", name and address of generator, hazardous properties, physical state, <br /> composition (contents), and accumulation start dates. Jeff stated the contaminated hydrocarbon fluid was placed <br /> into the two poly containers a few months ago. The two containers of waste hydrocarbon fluid are located on the <br /> north end of the facility near the two dry cleaning machines. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
