The following is an itemized list of hazardous waste violations that have not been addressed for PARKWOODS CLEANERS as of March 18, 2020. Open violations from February 06, 2020 inspection Violation#102 - Failed to determine if a waste is a hazardous waste. OBSERVATIONS Awhite poly container, approximately 30 gallons in size and storing an unknown liquid, was found near containers of hazardous waste in an outside storage shed on the north side of the facility(see photos 0664, 0670).Jeff Kitto, owner, stated the liquid in the container may be propylene glycol hazardous waste generated from the Solvair dry cleaning system, which was replaced with the DF-2000 hydrocarbon dry cleaning system. REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive or ignitable. CORRECTIVE ACTION: Immediately make a hazardous waste determination for the unknown liquid, and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your hazardous waste generator status. ❑ This violation was corrected ❑ This violation will be corrected by (date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#104 - No modified contingency plan. OBSERVATION The modified contingency plan posted by the telephone at the front counter was faded and illegible (see photo IMG 0692). REGULATION GUIDANCE: The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTIVE ACTION: Immediately post a legible copy of the required information at the facility.
