PHS/EHD has the following comments for your <br /> consideration. <br /> The report included analytical results from the February 1993 investigation. Six soil borings <br /> were drilled to approximately 40 to 45 feet,where groundwater was encountered. Petroleum <br /> hydrocarbon contaminants were not detected above the laboratory's detection limit in either <br /> the soil samples or the grab groundwater samples which were collected from each boring. <br /> The investigative results confirmed that contaminants had not migrated off site. <br /> As PHS/EHD indicated in correspondence dated May 2, 1991, additional on site <br /> investigation may be necessary to define the extent of soil contamination. Two underground <br /> storage tanks, 550 gallon and 300 gallon, were closed in place in 1990. The tanks were <br /> located in the basement causing a problem to excavate and remove. Soil samples were <br /> collected beneath the tanks prior to their closure. Analytical results from samples collected <br /> at approximately ten feet below the basement detected diesel and volatile hydrocarbons of <br /> up to 870 ppm TPH-diesel (550 gallon tank) and 22,000 ppm TPH-diesel, 30 ppb <br /> ethylbenzene, and 80 ppb xylene (300 gallon tank). However, much of the BTEX analysis <br /> exceeded acceptable laboratory detection limits for soil which are 5ppb. Detection limits of <br /> up to 300 ppb were used. <br /> The request to close the site is denied. While the off site boundaries of contamination have <br /> been defined, the contamination evidenced at 10 feet below the floor of the basement is not <br /> defined and still may pose a threat to groundwater. Therefore, PHS/EHD requests that the <br /> investigation and groundwater monitoring of the site continue. Please prepare a work plan <br /> to define the boundaries of contamination in this area by July 23. 1993. Once the extent of <br /> contamination is defined, a problem assessment report evaluating remedial alternatives <br /> should be prepared.
