4.0 Hazard Control Program <br /> 4.1 General Practices <br /> Specific measures have been established to prevent unauthorized entry into the work areas <br />' and to protect those authorized entrance from recognized safety and health hazards. <br /> 4.1.1 Buddy System <br /> t Project staffing during hazardous waste operations shall meet the requirements and intent of <br /> the "buddy system," as outlined below. <br />' • At least two persons are required to be at the work area when work is conducted <br /> in the exclusion zone which might result in worker contamination. <br /> • The Project FC, or qualified designee, is permitted in the work area without a <br /> buddy when his/her role is limited to administrative duties or other tasks <br /> presenting no potential chemical exposure or other significant hazard. However, <br /> notification to the PM is required prior to and after entry. <br />' • Client representatives or subcontractors may serve as observers when a second <br /> rr worker is not available. <br /> The buddy system is a method of organizing employees into work groups and is designed to <br /> provide those employees with assistance when needed. Each employee in a work group is <br /> designated to be observed by at least one other person. Assignment of designated partners <br /> should take place during the Tailgate Safety Meeting (TSM). <br /> The responsibility of the buddy is to: <br />' Provide assistance if needed; <br /> • Maintain line of sight contact or verbal contact with workers in the CRZ; <br /> • Observe for signs of chemical or physical trauma or heat/cold stress such as: <br /> - changes in complexion and skin discoloration, <br /> - changes in coordination or demeanor, <br />' - excessive saliva and pupillary response, <br /> - changes in speech pattern; <br /> • Periodically verify the integrity of all protective clothing; and <br />' • Notify the Project FC if emergency help is needed. <br />' Entry to or exit from the EZ under the conditions described earlier without a designated <br /> partner is prohibited. <br /> MZ(O-%-09A4/Usr/94-0064 4-1 <br />
