1-0 Introduction IT Corporation (TT) was retained by Pacific Bell in April 1994, to generate a work plan for additional site assessment activities at the Pacific Bell facility #UE042 in Stockton, California. Generation of this work plan is required under San Joaquin County Public Health Services Environmental Health Division guidelines to further address the discovery of diesel fuel in site soils. Two separate locations on this site are scheduled to be further investigated: 1) the area beneath the sidewalk on the north side of the site building, near the east end of the newly installed UST and 2) the area adjacent to two abandoned underground storage tanks (UST's) in the basement of the onsite building. This work plan will address the methodology ' for the investigation beneath the sidewalk only. Investigative methodology planned for the basement area will be addressed under separate cover. 1.1 Site Location ' Pacific Bell facility UE042 is located at 345 North San Joaquin Street in downtown Stockton, California (Figure 1). The site (parcel No. 139-140-01) lies approximately 1,000 feet east of McLeod Lake, which is the eastern end of the Port of Stockton slough. The site is located in the Stockton 7.5-minute USGS topographic sheet and is located in Subsection D, Section 2, Township 2 North, Range 6 East of the Mt. Diablo baseline and meridian. ' The site lies at approximately 12 feet mean sea level and is essentially flat. Ground elevations increase very little within several miles of the site. ' 1.2 Site Description Pacific Bell facility UE042 occupies one half a city block and is flanked by North San Joaquin Street, Lindsey Street, and Hunter Street (Figure 2). A large building occupies ' almost the entire site except for a microwave tower in the rear of the building. Occupying the same block are law offices and a car dealership. The properties surrounding this block consist of a car dealership, commercial establishments, a bank, a park, county and federal buildings. Several UST's have been identified near the site with the nearest one located at distance of 300 feet. MZ/05-19-94/UST/94-0062.nbr 1_1
