1.0 Introduction <br /> This Project History and Groundwater Monitoring Report has been prepared by IT Corporation <br />' (IT) to document past and present environmental corrective action activities performed at the <br /> former Fabricare site The scope of work which included a review of the project file from the <br />' San Joaquin County Environmental Health Division and sampling and analysis from three on- <br /> site monitoring wells was outlined in the Proposed Scope of Work section of IT's proposal dated <br />' April 29, 1996 <br />' 1.1 Site Description <br /> The former Fabricare site is located at 711 South San Joaquin Street in the city of Stockton(San <br /> Joaquin County), California The site is bounded by Mormon Slough on the north, South San <br /> Joaquin Street on the east, the Atchison, Topeka and Santa Fe Railroad's Stockton station on the <br /> south, and Stockton Plating on the west (Figure 1) Land use surrounding the site consists of <br />' light industrial, commercial and residential <br /> 1.2 Project History <br /> The former Fabricare site is a vacant former textile processing and dyeing facility which utilized <br /> four (4) underground storage tanks, Tank A through Tank D (Figure 2) Tank A, which was <br /> located in the northern portion of the site, was a 10,000 gallon underground storage tank (UST) <br />' used to store leaded gasoline Tank B is located beneath a former metal building near the center <br /> of the site,just west of the Warehouse and Office Building Thus tank is a 10,000 gallon diesel <br /> UST that was abandoned in place by Fabricare in 1974 Tanks C and D are 5,000 gallon diesel <br /> USTs located beneath a former metal building in the southern portion of the site, next to the <br /> Warehouse and Office Building Through personal conversation on July 1, 1996 with Rich <br /> Hamilton of Semco located in Modesto, California, Tanks C and D were removed by Semco <br />' circa 1991 There are no records in San Joaquin County Public Health Services Environmental <br /> Health Division's (PHS/EHD) environmental file documenting the removal of these tanks. <br />' Environmental records do suggest that Tank B has been abandoned in place and remains at the <br /> site Currently, the metals buildings that were overlying Tanks B, C and D are no longer present <br /> at the site According to a personal conversation on July 1, 1996 with Hewie Potts, the General <br />' Trades-Man for the site, these metal buildings were removed circa 1991 <br /> To date, the environmental corrective actions at the site were conducted in six separate phases. <br /> Each phase is descnbed in detail below <br /> 1 <br />
