INTRODUCTION <br /> The Immigration Nationalization Services (INS) site is located on the southwest portion <br /> of Rough and Ready Island and spans about 50 acres (Figure 1). The boundaries of the <br /> INS site, parcel 150 and parcel 151 are shown on Figure 2. The proposed boring <br /> locations are also shown on Figure 2. The sampling efforts in this plan attempt to <br /> characterize the ground water and soil quality at parcels 150 and 151. There is no state or <br /> regional regulatory oversight for this project. The project is being done on behalf of the <br /> Port of Stockton. <br /> SCOPE OF WORK <br /> The scope of work consists of the following tasks: <br /> ■ Task 1 - Utility location, permitting, and health and safety plan <br /> ■ Task 2—Grab Ground Water and Soil Sampling <br /> ■ Task 3 - Reporting. <br /> All field work will be performed under the supervision of a California Registered <br /> Geologist. <br /> 1. TASK 1: PERMITTING, UTILITY CLEARANCE, AND HEALTH & <br /> SAFETY PLAN <br /> As described below, investigation activities consisting of collecting soil and ground water <br /> samples and drilling are planned for the Site. Permits for these activities will be acquired <br /> from the appropriate agencies at the County of San Joaquin and City of Stockton. <br /> Underground Services Alert (USA) will be notified and the boring locations will be <br /> cleared for underground utilities using a private underground utility locating <br /> subcontractor. The proposed drilling and excavation locations are contingent upon access <br /> limitations (i.e., site features, utilities) and final locations may be moved to the closest <br /> accessible location. <br /> As required by the Occupational Health and Safety Administration(OSHA) 29 CFR <br /> 1910.120, Hazardous Waste Operations and Emergency Responses, a site Health and <br /> Safety Plan (HSP) will be prepared for use while conducting proposed field sampling <br /> activities. The HSP will be read and approved by the ERS Project Manager, a Quality <br /> Assurance Reviewer, and the On-site Safety Officers of all subcontractors working at the <br /> Site. <br /> 2. TASK 2: GRAB GROUND WATER AND SOIL SAMPLING <br /> Approximately 14 exploratory borings (Al through A14)will be advanced in the INS <br /> Site. All borings will be advanced in parcels 150 and 151. <br />
