SAN J O A Q U I N Environmental Health Department C U U N I Y Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address : Date : TRACY FORD 3500 AUTO PLAZA WAY , TRACY March 06 , 2020 SUMMARY OF VIOLATIONS (CLASS I , CLASS II, or MINOR - Notice to Comply) Item # Remarks (d ) The training records required by this subsection must demonstrate compliance with subsection (a ) and include the specific elements set out in paragraphs ( 1 ) through (4) . The owner or operator shall maintain the following documents and records at the facility: ( 1 ) the job title for each position at the facility related to hazardous waste management, and the name of the employee filling each job , (2) a written job description for each position listed under paragraph (d )( 1 ) of this section . This description may be consistent in its degree of specificity with descriptions for other similar positions in the same company location or bargaining unit, but shall include the requisite skill , education , or other qualifications , and duties of employees assigned to each position ; ( 3) a written description , including a syllabus and/or outline , of the type and amount of both introductory and continuing training that will be given to each person filling a position listed under paragraph (d ) ( 1 ) of this section , (4) employee-signed or -certified records that document that the training required under subsections (a ) , ( b) , and (c) of this section has been given to , and completed by, each employee . (e) The owner or operator shall maintain training records on current personnel until closure of the facility and training records on former employees for at least three years from the date the employee last worked at the facility . Personnel training records may accompany personnel transferred within the same company . CORRECTIVE ACTION : Immediately provide missing training documentation to the San Joaquin County Environmental Health Department ( EHD) within 30 days . The documentation must include a list of training topics, date of training , job title , name of employee , written job description (qualifications and duties) , and employee signed ( or certified ) record that documents the training . This is a repeat violation , Class II . 301 CCR 66265 . 31 Facility not maintained to minimize the release of a hazardous waste. OBSERVATION : Observed the following in parts room where metal grinding machine is located : -One 1 gallon black container with metal fines and trash . -One metal grinding machine tray with metal fines accumulating on collection tray . Note : Operator treats metal fines as hazardous waste. REGULATION GUIDANCE : A hazardous waste generator must maintain and operate its facility to minimize the possibility of a fire , explosion , or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil , or surface water which could threaten human health or the environment. CORRECTIVE ACTION : Immediately clean accumulating metal fines . Manage the waste according to Title 22 California Code of Regulations for hazardous waste . Submit a statement and supporting documentation to the San Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up waste .
