This <br /> revised proposal ,,vas developed after correspondence with Ms. Penny Patti of Delta Sign & Crane <br /> Service, using Kleinfelder's current understanding of the site conditions and is a preliminary <br /> understanding of Delta Sign & Crane Services' desires and requirements. This proposal was <br /> revised based oil the comments o:l- M.s. Carol Oz ol'the San Joaquin County Public Health Services <br /> Department, Lnvironment:al Division (PHS/EH.D). We prepared this proposal based oil information <br /> usually requested in a workplan by the San .loaquin County Public Health Services Department, <br /> Environmental Health Division (P -1S/EHD) and the State of California Regional Water Quality <br /> Control Board (IZWQCB). <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs. If a portion of this proposal does not meet the Deeds of the client, or if <br /> those needs have changed, ICleinfclder stands ready to consider appropriate modifications, subject <br /> to the standards of care to which Svc adhere as prol:cssionals. We look forward to the <br /> opportunity to scrve you. <br /> BACKGROUND <br /> KIeinfelder was asked to submit a Revised Proposal/Workplan for a preliminary site assessment <br /> of soils in the vicinity of a former UST at the subject site. It is Kleinfelder's understanding that <br /> this Revised Proposal/Workplan is for the first investigation required after tank removal <br /> (Preliminary Site Assessment per State of California Leaking Underground Storage Tani: Clean- <br /> up Fund). The site has report:edly.received.a "Letter of Commitment" f:or Category .13 :funding, <br /> however, :funds are currently not available. PNS/EH.D has requested a workplan to define the <br /> lateral and vertical extent of contaminants. This Revised Proposal/Workplan (less the attached <br /> cost estimate and contract) may be submitted 'Par that purpose. <br /> Kleinfelder understands a single. UST was removed on August 1, 1997, and that gas and diesel <br /> contaminated soils were noted. 'three soil samples were submitted for analyses, two appear to be <br /> collected from vothin the excavation at depths of' 10 and 11 feet, and one from soil stockpiled <br /> from the excavation.
