The Work Plan was prepared by Advanced GeoEnvironmental with whom
PHS/EHD has contacted and provided preliminary comments. PHS/EHD has prepared the following
comments for your consideration and response.
The work plan included a proposal to drill and sample five soil borings, three of which will be completed
as monitoring wells. As you are aware,PHS/EHD clearly indicated in correspondence dated January 3,
1997,that the required work plan should include sufficient soil borings to estimate the extent of the
remaining soil contamination. Given that there were three distinct locations of former underground storage
tanks,at least three additional soil borings will be necessary to estimate the extent of the remaining
petroleum hydrocarbon contamination. Also, the locations of the proposed monitoring wells must be
relocated to within 10 feet of the former tank areas. The work plan included a site map that indicated that
an area 40 feet by 40 feet was excavated. The last known excavation occurred on October 13, 1987 and an
area 8 feet by 12 feet was excavated to a maximum depth of 26 feet. The material excavated was
reportedly used as backfill with clean fill added to finish to grade by Jim Thorpe Oil.
The work plan indicated that selected soil samples will undergo laboratory analysis. Please consult me to
discuss the selection of soil samples which will undergo analysis prior to their submittal. Please note that
sufficient soil samples must undergo laboratory analysis to determine the vertical and lateral extent of soil
contamination.
Enclosed is a copy of the PHS/EHD permit issued for the proposed work, dependent on making the
required modifications. The results of the field work that must be submitted by February 26, 1997 in a
report signed by a registered professional, pursuant to the Business and Professions Code.
PHS/EHD appreciates your recent cooperation and hopes that it will continue.
