A gasoline station was operated at <br /> this Site from the 1920s until approximately 1977. In 1987 <br /> Mr. Mark Newfield began the process of removing the gasoline <br /> tanks and investigating possible leaks from the tanks. As you <br /> are aware, the Department of Toxic Substances Control <br /> (Department) sent a letter to Mr. Newfield on January 15, 1992 <br /> indicating that this Site had been placed on the CALSITES data <br /> base pending satisfactory completion of the Site investigation <br /> and any necessary remediation. <br /> During the Department's review of Site information, two <br /> areas of concern were identified. The first, an underground <br /> waste oil tank, is under the regulatory authority of the <br /> Department. The second, leaking underground fuel tanks, is under <br /> the authority delegated to the San Joaquin County by the Regional <br /> Water Quality Control Board. Since January, Mr. Newfield has <br /> been in contact with this office and provided information which <br /> shows that the waste oil tank was not under the building proposed <br /> for use as a day care center and was removed from the Site. <br /> Confirmation samples collected from below the location of the <br /> tank removal showed no detectable petroleum hydrocarbons (oil) <br /> with an acceptable detection limit of ten parts per million <br /> (ppm) . This area is now paved over with concrete. Additional <br /> samples collected December 19, 1991 from the large sand box area <br /> showed no detectable hydrocarbons with a five ppm detection <br /> limit. <br /> Based on this information, the Department would not consider <br /> this Site a hazardous waste property subject to the limitations <br /> of Health and Safety Code 25232. However, this determination <br /> does not constitute a finding of no health hazard by the <br /> Department. The Site will remain in our data base showing the <br /> County as lead agency pending the completion of the subsurface <br /> investigation and remediation. <br />
