Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW - SOIL AND GROUNDWATER INVESTIGATION REPORT, TRACY RAIL YARD <br /> OFFSITE - WEST AREA, TRACY, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted the Soil and Groundwater <br /> Investigation Report dated 30 August 2011 for the Tidewater Associated Oil Company (TAOC; a <br /> Chevron predecessor company) Tracy Rail Yard Offsite -West Area project (Site), in central <br /> Tracy. The report was prepared on behalf of Chevron by AMEC Geomatrix, Inc. (AMEC). The <br /> former TAOC crude oil pipelines ran through the approximate center of the Site. Central Valley <br /> Regional Water Quality Control Board (Central Valley Water Board) staff has reviewed the <br /> report and detailed comments provided in the enclosed memorandum are summarized below. <br /> AMEC's report concluded that the extent of crude oil affected soil and groundwater has been <br /> defined, no further characterization is needed, and a human health risk assessment is <br /> recommended. Based on our review, Central Valley Water Board staff has the following <br /> comments: <br /> • Staff concur that crude oil affected soil and groundwater has been adequately <br /> delineated, and a human health risk assessment is recommended as the next step prior <br /> to a No Further Action Required determination. <br /> • Applicable environmental screening levels, protective of groundwater and human health, <br /> need to be considered. A final determination cannot be made until a human health risk <br /> assessment including an ecological receptor evaluation is submitted for consideration. <br /> By 10 July 2012, please submit the human health risk assessment.
