S 11�1N J OAQ U I I N Environmental Health Department <br /> COUNTY- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ARDENT MILLS LLC 3939 PRODUCERS DR, STOCKTON March 09, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: In the rail yard, one black 55 gallon steel drum containing used oil had a hazardous waste label <br /> that was missing the accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the container as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by April 8, 2020. <br /> Jeff Sobetski, Plant Manager, denied permission to take photos during the inspection citing company policy. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152). To schedule an <br /> appointment, please call (209)468-3420. <br /> Documents provided during inspection: List of free training classes <br /> Waste streams found: used oil, oily debris, chlorine powder, empty chlorine containers <br /> The following minor violation was corrected during the inspection: <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility. The emergency <br /> coordinator information was out of date. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and <br /> the telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by Jeff Sobetski, Plant Manager, <br /> correcting the plan.
