S A N J D AR I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WMC 15380 S MCKINLEY AVE, LATHROP March 10, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -One used oil filter observed on top of one 55-gallon drum with waste solids. <br /> -Shop towels contaminated with oil observed accumulating in trash can. Operator separated trash and shop towels <br /> contaminated with oil and placed shop towels in one 55-gallon drum with waste solids. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up accumulating shop towels and used oil filter. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed in hazardous waste <br /> storage area: <br /> -One oil pan filled with used oil observed no lid located on the floor. Operator moved oil pan to secondary <br /> containment and stated he will transfer it to one 55-gallon drum with used oil. <br /> -Two 5-gallon buckets with used oil located on top of one 55-gallond drum with used oil observed with no lids. <br /> -One 5-gallon bucket with used oil observed with no lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
