Scotts Ave. SITE CODE: 1193 <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has completed the review of the file on the <br /> above referenced site and has the following comments. <br /> In a report titled "Addendum to the Final Assessment Report" it <br /> is estimated that 1, 800 cubic yards of product affected soil <br /> remains in place in the contaminated area. Less than 20 feet of <br /> clean soil separates the deepest occurrence of petroleum <br /> contaminated soil and groundwater. The contamination remaining <br /> in the soil poses a potential threat to groundwater quality. <br /> Based upon this information, it will be necessary for the <br /> Atchison, Topeka and Santa Fe Railroad Company to address the <br /> remaining soil contamination with an appropriate mitigation <br /> measure. <br /> Please be advised that it is the responsibility of this agency to <br /> ensure and maintain compliance with all applicable underground <br /> storage tank laws and regulations within our jurisdiction. <br /> Maintaining compliance with this agency is also necessary to <br /> remain eligible for reimbursement under the State Water Resources <br /> Control Board's "Underground Storage Tank Cleanup Fund Program" . <br /> Pursuant to Chapter 16, Section 2652 (d) of the "Underground <br /> Storage Tank Regulations" (California Code of Regulations, Title <br /> 23) , quarterly monitoring reports shall be submitted to PHS/EHD <br /> and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB) until the investigation and cleanup of the site is <br /> deemed adequate. <br /> Therefore, in order to maintain compliance with this agency a <br /> status report should be submitted to this office and the CVRWQCB <br /> on a quarterly basis beginning immediately. <br /> At a minimum the reports should include all corrective action <br /> measures taken to date, depth to groundwater, gradient direction, <br /> and the status of any possible pending work for the current <br /> quarter and for the upcoming quarters. <br /> A Division of San Joaquin County Health Care Services �� <br />
