J
rieal,th and Safety Plan operating Procedures
Field operating Procedure - Fldol - NOISE pFMSCI
Noise is defined as unwanted Noise can cause sudden traumatic, hearing loss,
long term more sloTaly occurring sensory-neural hearing loss which is irreversible,
disruption of ccesmiunication and masking of warning devices and alarms, increased
stress levels and effects on the cardio-vasc-ular and nervous systems. These latter
two effects nay occur at levels below that which cause damage to wring and in
situations where the conditions are more or less constant and daily.
OSHA regulations generally apply to 8 hour exposur'e_., and consider 85 dBA as an action
level for a Hearing Conservation Program.
Where feasible, noise exposure will be controlled by engineering controls. 'Where
high noise levels are encountered and where engineering controls are infeasible or
until engineeritxg controls can be accoMlished, hearing protection devices will be
used for worker protection from noise induced hearing loss.
Some of the sources of noise on hazardous materials, ion and irxlustrial
sites of a magnitude to cause hearing damageresscr motors, drill rig
engine, hammer blows (from split spoon or other) , compressor motors, compressed air,
compressed water, and heavy equignent. The list is not all inclusive.
Any sound level surveys indicating noise levels of 85 dBA or above, or, in the
absence of sound level measuring instramentation, any noise/sound preventing normal
vocal discussion between two individuals at arm length distance will dictate the
need for hearing protection.
Hearing protection will be afforded by either disposable ear plugs or ear muffs.
Administrative time control is not an acceptable method for preventingnoise exposure los
since extreme noise for a short duration can cause severe, permanent
s.
In addition to these protocols, WE5,w's Hearing Conservation Program includes
physical exairination and audiometric testing during annual medical monitoring.
The selection, use, maintenance and control of hearing protection is further defined
in the 'WESTM personnel Protective Fquipme<nt Prcg'.
