r <br /> SECTION 1 <br /> SOIL INVEST'IGAT'ION <br /> INTRODUCTION <br /> This document is the Preliminary Report of the Soil Investigation for <br /> the site located at 1033 East Scotts Avenue, Stockton, San Joaquin <br /> County, California. It is submitted by Atchison, Topeka & Santa Fe <br /> Railway Company (Santa Fe) to the Environmental Health Division <br /> (EHD) of the Sar_ Joaquin County Public Health Services and to the <br /> California Regional Water Quality Control Board, Central Valley <br /> Region (CVRWQCB). The contact person at Santa Ye is Dave Clark at 213.889- <br /> 7767. <br /> SITE HISTOID <br /> In 1985, Santa Fe purchased property in Stockton with the intention ' <br /> of building an interchange track. The site is located on the east side <br /> ` of the existing Southern Pacific track near the intersection of Union <br /> Street and East Scotts Avenue in Stockton (Figure 1-1). The new <br /> property line was discovered to bisect an underground vault and a <br /> storage t nk. In December, 1987, Cal Tank Testing removed the tank <br /> and vault. During the removal operation, two more tanks were ' <br /> discovered. All three tanks had contained heavy fuel oils which <br /> presumably Fere used to fire boilers ata Del Monte Cannery facility <br /> which had previously occupied the adjacent site. The former <br /> locations of the vault and tanks are shown in Figures 1-2 and 1-3. <br /> The vault was constructed of concrete and measured 10 ft by 50 ft by 6 <br /> ft. Tanks # 1, 2, and 3 had capacities of 2500, 8000, and 6000 gallons, <br /> respectively. All three tanks were of single-walled steel construction. <br /> Cal Tank Testing estimated the tanks to be more than 30 years old. <br /> During the ramoval of tanks # 2 and # 3, it was found that these two <br /> tanks had leaked an unknown amount of product through holes in <br /> the tank wails.
