PUBLIC HEALTH SERVICES oQUN
SAN JOAQUIN COUNTY r
JOG]KHANNA M D M P H y
Health Officer
C P
P O Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201 qCi FORS
(209) 468.3400
L l
MICK HARDIN
ATCHISON TOPEKA & SANTA FE RR
5770 S EASTERN AVE YEAR 111993
LOS ANGELES CA 90040
RE: Atchison, Topeka, & Santa Fe SITE CODE: 1193
1033 E. Scotts Ave.
Los Angeles, CA 90040
On February 17, 1993 San Joaquin County, Environmental Health
Division (PHS/EHD) Site Mitigation Technical Review Committee
(SMTRC) was given a presentation by Chem Risk representing the
Del Monte Corporation. Chem Risk presented an outline of their
workplan for the "Human Health Risk Assessment" for the Santa Fe
Railway Company site.
At the meeting, Chem Risk summarized site assessment information
gathered by ERM West and by McLaren-Hart. Upon further review of
reports prepared by ERM West, Inc. , PHS/EHD has a concern
regarding groundwater quality degradation due to the unauthorized
release.
Review of the "Final Site Assessment Report" prepared by ERM-
West, Inc. and dated March 1991, indicates water samples SFW-1,
SFW-2 , and SFW--3 all contained total petroleum hydrocarbon. Even
though detections were not identified as diesel, the material
once stored in the underground storage tanks could have been of a
longer chained hydrocarbon and may have already impacted
groundwater. In order to determine if petroleum hydrocarbons are
present in these three monitoring wells, they must be sampled and
analyzed for diesel and total oil and grease as soon as possible.
Please be advised that it is the responsibility of this agency to
ensure and maintain compliance with all applicable underground
storage tank laws and regulations within our 3urisdiction.
Maintaining compliance with this agency is also necessary to
remain eligible for reimbursement under the State Water Resources
Control Board's "Underground Storage Tank Cleanup Fund Program"
Pursuant to Chapter 16, Section 2652 (d) of the "Underground
Storage Tank Regulations" (California Code of Regulations, Title
23) , quarterly monitoring reports shall be submitted to PHS/EHD
. and the Central Valley Regional. Water Quality Control Board
(CVRWQCB) until the investigation and cleanup of the site is
deemed adequate.
A Drvls,on of Ssn)noqum county Hcahh rare S.-mces
