Scotts Ave. <br /> Los Angeles, CA 90040 <br /> On February 17, 1993 San Joaquin County, Environmental Health <br /> Division (PHS/EHD) Site Mitigation Technical Review Committee <br /> (SMTRC) was given a presentation by Chem Risk representing the <br /> Del Monte Corporation. Chem Risk presented an outline of their <br /> workplan for the "Human Health Risk Assessment" for the Santa Fe <br /> Railway Company site. <br /> At the meeting, Chem Risk summarized site assessment information <br /> gathered by ERM West and by McLaren-Hart. Upon further review of <br /> reports prepared by ERM West, Inc. , PHS/EHD has a concern <br /> regarding groundwater quality degradation due to the unauthorized <br /> release. <br /> Review of the "Final Site Assessment Report" prepared by ERM- <br /> West, Inc. and dated March 1991, indicates water samples SFW-1, <br /> SFW-2 , and SFW--3 all contained total petroleum hydrocarbon. Even <br /> though detections were not identified as diesel, the material <br /> once stored in the underground storage tanks could have been of a <br /> longer chained hydrocarbon and may have already impacted <br /> groundwater. In order to determine if petroleum hydrocarbons are <br /> present in these three monitoring wells, they must be sampled and <br /> analyzed for diesel and total oil and grease as soon as possible. <br /> Please be advised that it is the responsibility of this agency to <br /> ensure and maintain compliance with all applicable underground <br /> storage tank laws and regulations within our 3urisdiction. <br /> Maintaining compliance with this agency is also necessary to <br /> remain eligible for reimbursement under the State Water Resources <br /> Control Board's "Underground Storage Tank Cleanup Fund Program" <br /> Pursuant to Chapter 16, Section 2652 (d) of the "Underground <br /> Storage Tank Regulations" (California Code of Regulations, Title <br /> 23) , quarterly monitoring reports shall be submitted to PHS/EHD <br />. and the Central Valley Regional.
