DRAFT REMOVAL ACTION COMPLETION REPORT <br /> SOUTHERN PORTION OF NEIGHBORHOOD C <br /> MOUNTAIN HOUSE,SAN JOAQUIN COUNTY,CALIFORNIA <br /> May 30,2014 <br /> 1.0 INTRODUCTION <br /> Condor Earth Technologies, Inc. (Condor) participated in a Removal Action for the southern portion of <br /> Neighborhood C (Site) located within the community of Mountain House, California. The Site is located <br /> at 19855 W. Grant Line Road and includes the southern portion of Neighborhood C and the west side of <br /> Great Valley Parkway of the Mountain House Development. This Removal Action Completion Report <br /> (RACR)has been prepared pursuant to a Voluntary Cleanup Agreement(VCA) between Mountain House <br /> Developers, LLC (Client / MHD) and the California Environmental Protection Agency (Cal/EPA) <br /> Department of Toxic Substances Control (DTSC). The Removal Action was conducted in general <br /> accordance with the DTSC-approved Removal Action Workplan(RAW) prepared by Condor, dated July <br /> 9, 2007. The Removal Action was designed to mitigate pesticide-contaminated soil that resulted from <br /> historical land use practices at the Site. The soil removal was conducted by DeSilva Gates Construction <br /> (DeSilva)under contract with MHD. <br /> This report includes a summary of Site background information, Site activities, a description of the field <br /> sampling procedures, laboratory analytical methods, laboratory analytical results, conclusions, and <br /> recommendations. The location of the Site, entombment trench, removal area, and confirmation sampling <br /> subparcels are shown on Figures 1 through 4,Appendix A <br /> 2.0 SITE BACKGROUND <br /> The Site includes the former agricultural field in the southern portion of Neighborhood C and the west <br /> side of Great Valley Parkway that runs north-south along the western margin of Neighborhood C. The <br /> agricultural field containing the dieldrin-impacted soil was formerly an approximately 40.6-acre portion <br /> of the 61-acre parcel designated by Assessor Parcel Numbers (APNs) 209-450-03 and a portion of 209- <br /> 450-02. The former owner of the agricultural field portion of the Site was the Silva Family. <br /> As part of the Neighborhood C Phase I Environmental Site Assessment Report and a Partial Response to <br /> Mountain House Master Plan Chapter Six, dated September 17, 2004, Condor evaluated the past land use <br /> practices of the Site. The Site had been used for agricultural purposes since at least the 1930s. The <br /> agricultural uses of the Site had included non-irrigated feed crops and possibly turf grass. There were no <br /> wells, buildings, or structures (currently or formerly) located on the Site, with the exception of two <br /> irrigation canals that transected the western and eastern portions of the Site. The western portion of the <br /> Site was divided by the former irrigation canal (Canal 120). The eastern corner of the Site was transected <br /> by another irrigation canal (Canal 155). The Site is located on the Clifton Court Forebay Quadrangle, <br /> California, U.S.Geological Survey(USGS)7.5-Minute Topographic Map,dated 1978. <br /> The Client is developing the Site for residential purposes.
