<br /> The Site was separated into subparcels C1 through C41 with staked sampling locations within each of the
<br /> subparcels: A (northwest), B (southwest), C (northeast), D (southeast). The grading plan for
<br /> Neighborhood C called for a fill condition on the eastern portion of the removal area and a cut condition
<br /> on the western portion of the removal area. The subparcels were grouped for efficient execution of the
<br /> soil removal:
<br /> • Haul road group(C1, C2,C3,C4)
<br /> • East group-Area 1 (C5,C8, C12,C13, C18,C19, C20, C25,C26,C27,C28,C34, C35, C36,C37,
<br /> C20, C25,C26, C27,C28,C34,C35, C36,C37)
<br /> • Middle group-Area 3 (C7,C10,C11, C16,C17, C23,C24,C32, C33)
<br /> • West group-Area 3 (C6,C9, C13,C15, C21,C22,C29,C30,C31)
<br /> • Hill group (C38, C39, C40, C41) was an area of individual focus due to the separation from the
<br /> rest of the removal area by the former Canal 120.
<br /> 3.2 SITE PREPARATION
<br /> In accordance with the RAW, residents within '/4 mile of the Site were notified by mail that the RAW
<br /> would be implemented within a week. A map showing notified neighbors is included in Appendix A,
<br /> Figure 3.
<br /> 3.2.1 Utility Clearance
<br /> Prior to initiation of any field activities, Underground Services Alert (USA) was notified. Subsurface
<br /> disturbance activities were conducted more than 48 hours following USA notification. There are several
<br /> pipelines that cross the southwestern corner of the Site as depicted in the Great Valley Parkway grading
<br /> plans included in the RAW. The two Pacific Gas &Electric natural gas pipelines and the Chevron Crude
<br /> Oil pipeline were surveyed and staked prior to grading activities.
<br /> 3.2.2 Security Measures
<br /> Warning signage was installed along Grant Line Road to notify the public of Site access restrictions and
<br /> construction activities. Access and egress to the Site was controlled by the Site Manager and designated
<br /> with signage. Access to the project Site was limited to only those persons with specified responsibilities
<br /> related to the removal action. During the excavation process,the access points to the Site were monitored
<br /> to ensure public and worker safety. To ensure trespassers or unauthorized personnel were not allowed
<br /> near work areas,security measures included,but were not limited to:
<br /> • Posting notices directing visitors to the Site Manager.
<br /> • Visitors were required to have prior approval from the Site Manager to enter the Site. Visitors
<br /> were not permitted to enter the Site without first receiving Site-specific health and safety training
<br /> from the Site Manager.
<br /> • The Site Manager ensured that unauthorized personnel had no access to work areas and/or
<br /> contaminated materials.
<br /> • A 24-hour security guard was present to ensure security of equipment.
<br /> Persons requesting Site access were required to demonstrate a valid purpose for access and demonstrate
<br /> they had received proper training required by the Site-specific Health and Safety Plan.
