Mountain House <br /> DEVELOPERS <br /> May 26, 2016 <br /> San Joaquin County Environmental Health Department <br /> Attention: Rodney Estrada <br /> 1868 E Hazelton Ave. <br /> Stockton CA 95205 <br /> Subject: Neighborhood C Condition of Approval No. 31, reduction of concentrations of Dieldrin <br /> Dear Mr. Estrada, <br /> Mountain House Developers LLC is in the process of developing Mountain House Neighborhood C for <br /> construction of residential homes. Per the Neighborhood C Tentative Map Conditions of Approval,there <br /> are various conditions of approval that need to be resolved prior to the recordation of the final maps. The <br /> Conditions of Approval include condition number 31 which requires the following; 1) sampling to <br /> determine the extent of the Dieldrin contamination and 2)the reduction of Dieldrin concentration to <br /> below 0.03 mg/kg. Below is a copy of the actual condition. <br /> HAZARDS <br /> 31. Hazardous Materials—Contaminated Soil: Soil sampling and remediation shall be <br /> required for Neighborhood C on the southern portion of the site to determine the extent of <br /> dieldrin contamination. Once the extent of contamination is ascertained,a Remediation <br /> Program that may include soil removal shall be implemented to reduce the concentrations of <br /> dieldrin at the site below the U.S.EPA Region IX PRG of 0.03 mg/kg. <br /> Timing:Remediation Program reviewed and approved by the County Department of <br /> Environmental Health prior to approval of the Final Map,and corrective actions taken prior to <br /> the recordation of a Final Map.[SPIT Implementation Measure 6.8.4(2)] <br /> Mountain House Developers LLC has completed both the sampling and the reduction of the Dieldrin <br /> contamination in residential areas. <br /> Sampling to determine the extent of Dieldrin remediation was completed and is documented in the <br /> Removal Action Workplan(RAW)dated July 9,2007. The RAW was approved by the California <br /> Department of Toxic Substances Control(DTSC)on October 11,2007. Mountain House Developers <br /> remediated the residential areas according to the RAW in 2013. The Dieldrin contaminated soil was <br /> removed from the residential areas of Neighborhood C and placed in a trench under the future alignment <br /> of a future arterial Roadway, Great Valley Parkway. After remediation of the residential areas, a <br /> Removal Action Completion Report was prepared and submitted to the DTSC. Once Mountain House <br /> Developers satisfies a few remaining tasks, including the recording of a land use covenant for Great <br /> Valley Parkway and the paving of Great Valley Parkway,the DTSC will provide a final certification that <br /> the residential areas of Neighborhood C have been remediated to residential standards. <br /> As the residential areas of Neighborhood C have been remediated as required by Condition of Approval <br /> number 31,I am requesting that the San Joaquin County environmental Health Department confirm that <br /> the Condition has been satisfied, and authorize the recordation of Final Maps 3654, 3656, 3657 and 3814. <br /> I have included with this letter the Removal Action Completion Report for your review.
