PHS/EHD has prepared the following comments for your response.
The work plan proposed to advance three soil borings to determine the vertical and horizontal
extent of the contamination evidenced at the time of the October 12, 1988 tank removal. The
work plan noted that associated piping was also removed at the time of tank removal. Please
provide information regarding the location of the former product piping.
PHS/EHD understands the Fire District's reluctance to core through the concrete rebar
reinforced driveway; however, in order to determine the horizontal extent of soil and/or
groundwater contamination, it may be necessary to advance additional borings: north, south
and west of the former tank location.
Once field activities are completed and prior to submittal of the soil samples to the laboratory,
PHS/EHD must be contacted to discuss which samples will undergo analysis. The summary
report should include a table with all soil and groundwater sample results obtained from the site
and any recommendations for further investigation and/or remediation.
Also, please be aware that pursuant to the Business and Professions Code, all geological
interpretive activities, such as boring log preparations, must be performed under the direct
supervision of a registered professional geologist and signed following review.
The State Water Resources Control Board Cleanup Fund Unit should be contacted to obtain
pre-approval for the proposed work.
If you have any questions or to schedule the site inspection of the proposed field activities,
please contact me at (209) 468-0337.
Donna Heran, Director, REHS
Environmental Health Division
Mary Meays, Sefor REHS Marga t Lagorio, REHS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
Drew Van Allen, Smith Technology
A Division of San Joaquin County Health Care Services
