l <br /> 6 Install underground piping from sparge/vent wells to the components in the treatment <br /> system compound <br /> 7 Obtain baseline measurements from all sparge/vent and groundwater monitoring <br /> wells <br /> 8 Conduct treatment system start-up activities to verify the integrity of the piping and <br /> connections, test for proper functioning of the control system, achieve balanced flow <br /> rates at the wellheads, and collect off-gas data from the system to verify compliance <br /> with the air permit <br />' 9 Begin treatment system operation <br /> 5.0 CAP Monitoring and Reporting <br /> I5.1 CAP Monitoring Plan <br /> The monitoring plan for the proposed corrective action includes system start-up activities, <br /> routine operation and maintenance (O&M) tasks, and monitoring and sampling for system <br /> performance and effectiveness evaluation <br /> System start-up activities will be conducted to verify the integrity of the piping and connections, <br /> Sy p y <br /> test for proper functioning of the control system, achieve balanced flow rates at the wellheads, <br /> and collect off-gas data from the system to verify compliance with the air permit System start- <br /> up will consist of daily activities for the first five days of operation <br /> Routine O&M tasks will include system flow balancing, groundwater level monitoring, off-gas <br /> concentration monitoring and sampling, vacuum and pressure monitoring in extraction, infection, <br /> and observation wells, and routine maintenance of the compressor,blower, and off-gas treatment <br />' unit Following the start-up activities, weekly O&M visits will be conducted for the first three <br /> weeks of system operation O&M visits will be conducted bi-monthly for the remainder of the <br />' first quarter of system operation and then monthly thereafter <br /> System performance and effectiveness will be evaluated through monitoring and sampling of <br />' groundwater levels, dissolved oxygen content, and dissolved-phase hydrocarbon concentrations <br /> in site monitoring wells Off-gas monitoring will also be performed to document mass removal <br /> rates, petroleum hydrocarbon vapor capture, and treatment efficiency The criteria for <br />' deternnimng groundwater cleanup will be dissolved-phase hydrocarbon levels in the site <br /> monitoring wells SVE off-gas concentrations will assist in determining completion of site <br /> cleanup for soils The chemical composition of the residual vapors will be compared to risk- <br /> based exposure pathways and CO2/02 concentration ratios will be evaluated for increases in <br /> microbial activity for additional supporting evidence Final verification of site cleanup for soils <br /> may also include collecting samples from soil borings installed in the former UST source area <br />' 5.2 CAP Reporting <br />' A Remediation System Installation Report will be submitted to the San Joaquin County Public <br /> Health Services, Environmental Health Division within 60 days of start-up of the system The <br /> report will include "as-built" construction drawings and system operational data including flow <br /> a <br /> ® u <br />' 15 <br />
