Backus, Garrett
From: Backus, Garrett
Sent: Tuesday, March 17, 2020 9:43 AM
To: sslater@ u srscra p.com'
Cc: Alaniz, John
Subject: RE: Followup questions to the 3-12-20 inspection
Hi Steven,
Another question:
5. Has the site done a hazardous waste determination on the ERM metal shredder aggregate to show if it exceeds RCRA
or non-RCRA hazardous waste limits?
Hi Steven,
Another question:
4. Does the site have any waste piles to store ERM as defined in California Health &Safety code section 25143.9 and
Title 22 California Code of Regulations section 66265.250—258? If yes, can you provide details how it is designed and
when it was installed.
Garrett
From: Backus, Garrett
Sent: Monday, March 16, 2020 11:16 AM
To: 'sslater@usrscrap.com' <sslater@usrscrap.com>
Cc:Alaniz,John <ialanizl@sigov.org>
Subject: Followup questions to the 3-12-20 inspection
Hi Steven,
Thank you for the site tour on 3-12-20. 1 have a few follow up questions regarding the inspection in order to finish the
report.
1. The site hazardous waste (HW) manifest record shows hundreds of tons of non-RCRA HW with waste code 611
being shipped off site until the end of 2019. The waste description on the manifests in box 14 is "non-RCRA
shredder residue". Has any of this waste been shipped off-site in 2020? Does the site currently have this waste
stored on site? If this waste is stored on site, how is stored and labeled?
2. We also received three ERM manifests dated 3-6-20, 2-18-20 and 1-2-20 for a total of 58 tons. How much ERM
was shipped off site from 1-1-20 until 3-12-20? How much ERM was shipped off site in 2017—2019? This ERM
is described as "metal shredder aggregate". How is this material stored and labeled on site in Stockton?
3. 1 have attached two photos of the same pile of material (or waste) observed on 3-12-20. Is this pile "non-RCRA
shredder residue" or "metal shredder aggregate"? How does the facility determine the difference between the
two types of material (or waste)?
Thank you,
Garrett Backus, Ld. Sr. REHS, CUPA programs
San Joaquin County Environmental Health Department
1868 E Hazelton Ave, Stockton, CA 95205
1
