SAN 10 A Q U I N Environmental Health Department <br /> C <br /> (j '- I Y AMENDED <br /> 311912020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIVERSAL SERVICE RECYCLING LLC 3200 S EL DORADO ST, STOCKTON March 12, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: In the hazardous waste storage area, one wooden pallet was found containing approximately <br /> fourteen 5 gallon buckets, two 1 gallon containers, and two 1 pint containers. Although the exact contents were <br /> unknown, several of the names listed on the containers were: "Series AS200 Elastomeric Spray"(two 5 gallon <br /> containers),711 PVC Industrial Grade"(one 1 gallon container), and"TREMproof 201/60-T"(one 5 gallon <br /> container). In addition, one 1 gallon container had a flammable liquid sign on it with a statement describing that the <br /> contents contained"xylene"and"ethyl benzene." The containers observed were either partially full or completely <br /> full. Thomas Hightower stated that some items which cannot be recycled are unloaded onto the recycling pile and <br /> missed by the load checkers. When inappropriate items are received,the facility stores it on site until disposal. <br /> In the mechanic shop, one black unlabeled 55 gallon steel drum containing aerosol cans was observed. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR).There are wastes that are listed as hazardous wastes. <br /> There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive or <br /> ignitable. <br /> CORRECTIVE ACTION: Immediately make a hazardous waste determination for each waste and manage them <br /> according to Title 22 CCR. Use Safety Data Sheets(SDS),waste sampling and test results or other knowledge to <br /> support your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR <br /> including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes.
