SAN 10 A Q U I N Environmental Health Department <br /> < U .: I Y AMENDED <br /> 3/19/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report 1. <br /> Facility Name: Facility Address: Date: <br /> UNIVERSAL SERVICE RECYCLING LLC 3200 S EL DORADO ST, STOCKTON March 12, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> In the hazardous waste storage area: <br /> -One 275 gallon(approximate)plastic tote containing used oil had a hazardous waste label that was missing an <br /> accumulation start date. <br /> -Two 5 gallon plastic buckets containing used oil and oily debris were missing hazardous waste labels. <br /> -Two 5 gallon plastic buckets containing used oil were missing hazardous waste labels. <br /> -One black 55 gallon steel drum containing paper and metal oil filters had a hazardous waste label that was missing <br /> the hazardous property and words"Hazardous Waste."The accumulation start date was also illegible. <br /> In the main warehouse: <br /> -One 55 gallon plastic trash can containing oily absorbent was missing a hazardous waste label. <br /> -One black 55 gallon steel drum Containing oily absorbent had a hazardous waste label that was missing the <br /> hazardous property. <br /> -One black 55 gallon plastic drum containing used antifreeze had a hazardous waste label that was missing the <br /> hazardous property,physical state,and the words"Hazardous Waste." <br /> -One black 55 gallon steel drum containing metal and paper oil filters was missing a hazardous waste label. <br /> -One blue 55 gallon steel drum containing used oil was missing a hazardous waste label. <br /> In the mechanic shop: <br /> -One black 75 gallon steel drum containing oily absorbent was missing a hazardous waste label. <br /> -One 300 gallon used oil container had a hazardous waste label that was missing the hazardous property, physical <br /> state, accumulation start date, name and address of the generator, and the words"Hazardous Waste." <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste', name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
