SAN J O A Q U I N Environmental Health Department <br /> C OU N r Y AMENDED <br /> 3/19/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIVERSAL SERVICE RECYCLING LLC 3200 S ELDORADO ST, STOCKTON March 12, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> or(d)of Section 25143.2, unless all of the following requirements are met: <br /> (a) If the material is held in a container or tank, the container or tank is labeled, marked, and placarded in <br /> accordance with the department's hazardous waste labeling, marking, and placarding requirements which are <br /> applicable to generators, except that the container or tank shall be labeled or marked clearly with the words <br /> "Excluded Recyclable Material"instead of the words"Hazardous Waste,"and manifest document numbers are not <br /> applicable. If the material is used oil,the containers, aboveground tanks, and fill pipes used to transfer oil into <br /> underground storage tanks shall also be labeled or clearly marked with the words"Used Oil". <br /> (b) The owner or operator of the business location where the material is located has a business plan that meets the <br /> requirements of Section 25504, including, but not limited to, emergency response plans and procedures, as <br /> described in subdivision(b)of Section 25504,which specifically address the material or that meet the department's <br /> emergency response and contingency requirements which are applicable to generators of hazardous waste. <br /> (c) The material shall be stored and handled in accordance with all local ordinances and codes, including, but not <br /> limited to, fire codes,governing the storage and handling of the hazardous material. If a local jurisdiction does not <br /> have an ordinance or code regulating the storage of the material, including,but not limited to,an ordinance or code <br /> requiring secondary containment for hazardous material storage areas,the material shall be stored in tanks,waste <br /> piles, or containers meeting the department's interim status regulations establishing design standards applicable to <br /> tanks,waste piles, or containers storing hazardous waste. <br /> CORRECTIVE ACTION: Immediately begin managing this material as hazardous waste or demonstrate to the EHD <br /> that the material meets the excluded recyclable material(ERM)requirements for the hazardous materials business <br /> plan, proof of recycling at its destination, non-RCRA hazardous waste determination,storage, and labeling. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on March 19, 2020 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by April 18, 2020. <br /> Inspection report was emailed to Steven Slater, EHS Manager, at<sslater@usrscrap.com>. <br /> Waste Streams: used oil, used antifreeze, paper/metal oil filters, oily absorbent, chlorodifluromethane mixed <br /> with used oil, "non-RCRA shredder residue" <br /> Inspection was done with John Alaniz, RENS, and Garrett Backus, REHS. Garrett assisted in writing the report. <br /> Note: An appliance recycling inspection was also performed at the facility. No violations associated with the <br /> appliance recycler San Joaquin County EHD permit were observed during the inspection. <br /> Although the facility generated approximately 2891.81 tons of hazardous waste in 2019,the non-RCRA <br /> shredder residue was changed to be handled as an excluded recyclable material.
