I. INTRODUCTION <br /> As requested and authorized, we have performed a subsurface soil investigation <br /> with regard to the Union Safe Deposit Bank property located at 1725 Sanguinetti <br /> Lane, in the City of Stockton, County of San Joaquin, California. The objective <br /> of this investigation was to 1) sample and analyze soil from suspect areas <br /> identified during a limited phase I environmental site assessment 2) assess <br /> whether subsurface conditions had been impacted and 3) determine whether the <br /> site might require remediation. <br /> II. SITE DESCRIPTION <br /> The project site is located on the west side of Sanguinetti Lane, in the city of <br /> Stockton, California as indicated in Figure 1: Site Vicinity Map. Existing <br /> structures include an unoccupied two-story office/warehouse building, <br /> approximately 200-feet in length and 115-feet in width. The structure is <br /> constructed of wood and metal framing with a 4 to 6-inch concrete floor slab. <br /> The interior of the structure consists of office spaces, a lobby, and three <br /> warehouse areas as shown in Figure 2: Site Map. Aside from this structure, the <br /> project site is also occupied by two smaller sheds in the northwestern corner of <br /> the property. <br /> Neighboring properties include a recycling center to the west, H & P Air and <br /> Standard Air Conditioning to the north, and Honolulu Freight Service to the <br /> south. Central California Traction Company is located across the street to the <br /> east. <br /> III. BACKGROUND <br /> The two-story building located on the project site was constructed sometime in <br /> 1966. Channel Air Conditioning, a company which fabricated metal ducts for air <br /> conditioning systems, occupied the building from 1976 to 1994. Prior to 1976, <br /> the building was occupied by Pehl's Paint Service. Before 1966, the project site <br /> may have been used as a goat farm. <br /> Penn Environmental performed a limited phase I environmental site assessment for <br /> the site; the results of the assessment were presented in a report dated December <br /> 13, 1994. Based on the information available at the time of the assessment, the <br /> following was concluded: <br /> • One underground storage tank (UST) of unknown capacity was previously <br /> located on the project site. A letter from San Joaquin County Public <br /> Health Services Department indicated that the UST was removed and <br /> that no further action was required at the site. <br /> • Three concrete-lined pits have been located on the project site for <br /> at least thirteen years. Although no documentation was found, it <br /> is possible that these pits were used for the disposal of paints and <br /> various hazardous waste materials. In addition, the surrounding area <br /> appears to slope towards the pits, allowing run-off water which may <br /> carry contamination from the surrounding area to flow into the pits. <br /> • In order to determine whether contamination exists in the subsurface <br /> soil at the project site, Penn Environmental recommended that soil <br /> borings be advanced in the following areas: <br /> - Adjacent to the three concrete-lined pits (see Figure 2) ; <br /> - Adjacent to the former UST location; <br /> - Between two floor drains in Area #3; and <br /> - In the vicinity of Area 12. <br /> - 1 - <br />
