The workplan describes the proposed installation of two
additional groundwater monitoring wells. The wells will be used in conjunction with the eleven existing
groundwater monitoring wells to expand the groundwater monitoring well network, and better
characterize the background groundwater quality.
The workplan is generally acceptable. Please be advised that Central Valley Water Board staff
prefers that a well screen length shall not exceed 15 feet unless site conditions dictate otherwise. In
addition, State and local monitoring well installation guidelines state that the sanitary seal must extend
to at least 20 feet below ground surface (bgs). We prefer the deepest sanitary seal possible for the
first encountered groundwater, even if the top of the well screen is below the water table.
The City of Riverbank shall begin implementation as described in the workplan. Please submit the
Groundwater Monitoring Well Installation Report by 1 February 2013.
If you have any questions regarding this letter please contact me at (916)464-4648.
GUY CHI'LDS, P.G.
Engineering Geologist
Waste Discharge to Land Compliance Unit
cc: Bella Bedal, Stanislaus County Environmental Health Department, Modesto
William Kull, Giuliani and Kull, Inc.; Oakdale
gj c: 11 Oct-12
KAF,..
