San Jose St., <br /> Stockton, California <br /> Dear Mr. Austin, <br /> The purpose of this submittal is to provide you with information regarding a site located at 401 <br /> N. San Jose Street, in Stockton, California("the Site") and to request agency oversight for the <br /> planned environmental investigations at the Site. Background Site information and the planned <br /> investigation activities are presented in the attached Site Investigation Work Plan("the Work <br /> Plan"). <br /> We believe that a bulk fuel terminal was operated by Texaco Inc. at the Site for an unknown <br /> number of years prior to 1979, when operations of the terminal reportedly ceased. Texaco sold <br /> the Site in 1984. During historical investigations conducted in 2002 on behalf of the then-owner <br /> of the Site,petroleum hydrocarbons in the gasoline, diesel and motor-oil range, and related <br /> compounds, were reportedly detected in soil and groundwater samples collected from the central <br /> and eastern portion of the Site. This data was never provided to Texaco. Texaco's counsel <br /> obtained the data in late 2008 during litigation brought by a nearby property owner. <br /> The attached Work Plan was prepared to plan investigation activities to further evaluate the <br /> potential presence and distribution of petroleum hydrocarbons and related compounds in soil and <br /> groundwater. Proposed activities include a geophysical survey, cone penetrometer testing with <br /> laser-induced fluorescence, Hydropunch groundwater sampling, soil sampling, groundwater <br /> monitoring well installation, and groundwater monitoring. We are currently in the process of <br /> obtaining Site access for the proposed investigations, with the intent of implementing the Work <br /> Plan during the first two-to-three weeks of September 2010. <br />
