Texaco reportedly sold the property in 1984. The property has been
sold several times since then; most recently to a private party who took title as a result of a
foreclosure sale.
In 2002, a Phase 2 environmental assessment of the site was completed on behalf of the
property owner at that time, Mr. Richard Navone. The investigation included the installation of
ten boreholes in the areas known to previously contain petroleum facility features. Soil and
groundwater samples were collected from each of the ten boreholes. Each sample was
analyzed for petroleum range hydrocarbons (TPH) and fuel oxygenates (BTEX). Elevated
levels of TPH and BTEX were found in multiple soil and groundwater samples. The
concentration of gasoline and diesel in groundwater water indicate the presence of free
product (1,090,000 pg/L TPHg at GP-8)
Comments
The work plan discusses the necessity for additional site characterization, which includes:
completion of a geophysical survey, advancing ten cone penetrometer borings (CPT) with
laser induced fluorescence (LIF), installation of four groundwater monitoring wells, and
collection of shallow soil samples. Regional Board staff understands that the proposed
investigation activities are limited in scope and that additional investigations are likely to be
needed based upon the results of these proposed investigations. Some of the comments
below are directed at what may be expected in subsequent investigation phases.
California Environmental Protection Agency
ZaRecycled Paper
