The following is an itemized list of hazardous waste violations that have not been <br /> addressed for J M EQUIPMENT COMPANY INC as of March 19, 2020. <br /> Open violations from January 22, 2020 inspection <br /> (f)Ancillary equipment shall be provided with full secondary containment(e.g., trench,jacketing, double-walled <br /> piping)that meets the requirements of subsections(b)and (c)of this section except for: <br /> (1)aboveground piping (exclusive of flanges,joints, valves, and connections)that are visually inspected for leaks on <br /> a daily basis; <br /> (2)welded flanges,welded joints, and welded connections that are visually inspected for leaks on a daily basis; <br /> (3)sealless or magnetic coupling pumps and sealless valves,that are visually inspected for leaks on a daily basis; <br /> and <br /> (4)pressurized aboveground piping systems with automatic shut-off devices(e.g., excess flow check valves,flow <br /> metering shutdown devices, loss of pressure actuated shut-off devices)that are visually inspected for leaks on a <br /> daily basis. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were observed in the hazardous waste storage area in the main shop: <br /> -One 55 gallon drum with waste antifreeze observed with no accumulation start date. Operator provided manifest <br /> that last pick up of date for waste antifreeze was on 11-20-2019. <br /> -One 55 gallon drum with waste solids observed with no accumulation start date. <br /> The following were observed outdoors adjacent to forklift cleaning area: <br /> -Four 55 gallon drums with waste solids(oily sludge)observed with no accumulation start date. Operator provided <br /> manifest that last pick up date was on 10-31-2019. <br /> -One 55 gallon drum with waste solids(oily sludge)observed with used drain oil filters label. Operator states that <br /> american valley waste oil provided drum in that manner, he states used metal oil filters were never placed in that <br /> drum. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste",name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> Page 5 of 6 <br />
