S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GUZMAN'S AUTO REPAIR 1 1037 W YOSEMITE AVE, MANTECA January 09, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -One 55 gallon drum with used oil observed with used oil accumulating on top of lid. <br /> -One 55 gallon drum with waste antifreeze observed with waste antifreeze accumulation on top of lid. <br /> -Used absorbent found on asphalt ground near two 55 gallon drums with mixed used oil filters. Operator states used <br /> absorbent is treated as hazardous waste. Operator states that absorbent was placed on ground in case any oil <br /> came off of nearby 55 gallon container with used oil filters. Operator scooped up used absorbent and placed into <br /> one 15 gallon drum reserved for used absorbent. <br /> -Oily water observed on asphalt ground found outdoors in the back of the shop. Operator used vacuum pump to <br /> clean oily water from asphalt ground.Transferred oily water into one 55 gallon drum reserved for oily water. <br /> Operator used absorbent pads as well to help clean up the oily water. Used absorbent placed into 15 gallon drum of <br /> used absorbent. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean accumulating used oil,waste antifreeze, used absorbent, and oily water. <br /> Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement <br /> and supporting documentation to the San Joaquin County Environmental Health Department describing the storage <br /> and final disposition of the cleaned up waste. <br /> This is a repeat violation, Class ll. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> OBSERVATION: Secondary containment for one 55 gallon drum with used oil and one 55 gallon drum with waste <br /> antifreeze observed with oily solids and accumulating used oil. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containment for used oil and waste antifreeze into proper working <br /> order by repair, replacement or testing.
