3.4 Utilities
There are no known septic tanks near the tank area. No public
underground utilities exist within the plant area (Figure 4).
4.0 TANK HISTORY
Two fuel tanks existed at the site. Both tanks possessed a
capacity of 10,000 gallons each. One tank contained diesel fuels
and one contained leaded gasoline.
Prior to 1982, the fuel storage consisted of 2-5,000 gallon
connected tanks for gasoline storage and a 10,000 gallon diesel
stroage tank. In 1982, the connected gasoline storage tank was
removed and replaced with a single 10,000 gallon gasoline storage
tank.
In December 1986, both tanks were integrity tested and inventory
reconciliation was initiated. Both tanks tested tight.
In December 1987, the diesel tank was emptied of its contents and
removed from service. The contents of the tank were transferred
to an above ground storage tank. In March 1988, the contents of
the gasoline tank were also removed and transfered to an above
ground storage tank. These transfers were conducted as the plant
was phasing out their underground fuel storage.
In May 1988, both tank were again integrity tested. At this time
the gasoline tank tested tight and the diesel tank did not test
tight. The results for these integrity tests as well as the 1986
integrity tests are contained in Appendix B. The inventory
reconciliation records for both tanks were reviewed and no
discernible variance trend were observed which would indicate a
leak.
On May 23, 1988, both tanks were excavated and removed. At the
time of removal, one welded seam on the diesel tank had obvious
gaps and a plugged upper vent pipe had a hole. The soils
underneath each tank were sampled. The locations of these
samples are shown on Figure 5. The samples were labeled GST for
the soil sample taken beneath the gasoline storage tank and DST
for the soil sample gathered beneath the diesel storage tank.
The samples were analyzed for the following parameters:
o Gasoline Storage Tank (GST)
o BTX - EPA Method 8020
o TPH - EPA Method 8015 mod.
o Organolead
o Diesel Storage Tank (DST)
o BTX - EPA Method 8020
o TPH - EPA Method 8015 mod.
The analytical results for these samples are contained in Appen-
dix A.
- 6 -
