Mr. David Giannotti <br />- L - <br />The California Department of Health Services has authority governinq the <br />management of hazardous wastes under Section 25100 et seq., of the Health <br />and Safety Code (Hazardous Waste Control) and regulations adopted pursuant <br />to the Health and Safety Code (Chapter 2 of Division 4 of Title 22 of the <br />California Administrative Code: Minimum Standards for Manaaement of <br />Hazardous and Extremely Hazardous Wastes). In an amendment to those reg- <br />ulations effective October 14, 1978, the term "operator" is defined as the <br />person within the State who operates a hazardous waste facility. Copies of <br />statute and regulations are enclosed. The Department also has broad <br />authority to protect public health, described in Article 1 of Chapter 2 of <br />the Health and Safety Code.
