SAN J D AR I N Environmental Health Department <br /> Y AMENDED <br /> 1/27/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FWS CONSTRUCTION 1 111 S GUILD AVE, LODI January 14, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -Oil was observed on the top surface of one red damaged 55 gallon empty drum. <br /> -Oil was observed on top surface of one white 55 gallon drum containing used oil. <br /> -Oil was observed on top surface of one red 55 gallon drum with 5 used oil filters on top. <br /> -Oil was observed on the side of a white used oil filter container.The oil ran along the side of the container down to <br /> the shop floor. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all oil from the top surface of the three drums,the side of the oil filter <br /> container, and off the floor at the base of used filter container. Manage the waste according to Title 22 California <br /> Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department describing the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 403 CCR 66262.34(4)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One approximately 3 gallon oil drain pan was observed in the shop for an undisclosed length of time without a lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
