Item No. 3 <br /> PC : 7-2-87 <br /> SU-87-21 <br /> Page 6 <br /> The applicant proposes to provide water by individual wells. <br /> Due to the absence of any existing public water systems in the <br /> area, and the fact that the area is nearly "built out, " this <br /> proposal appears to be acceptable. There is no history of <br /> water quality or quantity problems in the area. <br /> Sewage Disposal : <br /> The proposed lots are designed to be served by individual sep- <br /> tic systems, each with a leach field area of 12 ,000 square <br /> feet . Three of the 11 lots currently have residential <br /> dwellings with existing septic systems. The Local Health <br /> District indicates that percolation tests will be required on <br /> all 11 lots and that soil profile tests will be required on <br /> Lots 2 and 7 . <br /> Storm Drainage: <br /> The applicant proposes to construct a community storm drainage <br /> pond to serve all 11 lots. The Department cf Public Works has <br /> Identified two problems with the proposed pond: ( 1 ) The pond <br /> appears to be undersized; and ( 2 ) the pond is inaccessible for <br /> public maintenance. As proposed, the storm drainage pond is <br /> not acceptable to the Department of Public Works . <br /> Schools: <br /> The project site is within the New Jerusalem Elementary School <br /> District and the Tracy Joint Union High School District . The <br /> Tracy School District indicates that fees collected under the <br /> developer fee program (AB 2926) will not provide necessary <br /> funds for new school facilities. In order to provide addi- <br /> tional funding, the District suggests that the County and the <br /> District establish a Community Facilities District (under the <br /> Mello-Roos Bill) . Such a district would permit a tax revenue <br /> base for funding new facilities. Such a district may be <br /> appropriate for large areas where new development occurs. In <br /> the case of the Hempstead Court development , the small scale of <br /> the project makes the establishment of a Community Facilities <br /> District impractical . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Environmental Assessment was prepared for the proposed project <br /> on June 5 , 1987, which did not identify any significant environ- <br /> mental effects. Based on this assessment , a proposed Negative <br /> Declaration has been prepared for the Commission' s consideration. <br />
