Item No. 1 <br /> PLANNING COMMISSION MINUTES <br /> JULY 2, 1987 <br /> 3 . MAJOR SUBDIVISION APPLICATION NO. SU-87-21 OF MINER, DANCY AND <br /> PAULSON (C/0 MID-VALLEY ENGINEERING) to subdivide three parcels <br /> totaling 20 acres into an 11-lot rural residential subdivision <br /> (Hempstead Court ) . The property is located on the west side of Koster <br /> Road, approximately 2, 000 feet north of Durham Ferry Road, New <br /> Jerusalem Rural Residential Area, southeast of Tracy. (Supervisorial <br /> District 5 ) <br /> Associate Planner Bruce Baracco introduced a staff report into the <br /> record. <br /> Jim Miller, Senior Sanitarian with the Local Health District, asked <br /> that the recommended Conditions of Approval be modified as follows: <br /> Condition #3 (b) <br /> Soil Profile tests on Lot Nos. 2 and 7 are required to a depth <br /> of ten feet. <br /> Condition #3 (c ) <br /> Construction of an individual domestic water well under a well <br /> permit and inspection by the Local Health District, for each <br /> parcel. <br /> Mr. Miller added the following information: "Because of isolated <br /> problems showing up from the State 1803 project and known agriculture <br /> in that area, the San Joaquin Local Health District recommends the <br /> first well drilled do a chemical. analysis for general mineral, <br /> nitrates and florides. Results to be submitted to the San Joaquin <br /> Local Health District. " <br /> Mr. Lopez , Deputy Director of the Department of Public Works, noted <br /> that the drainage pond shown on the map appears to be inadequate. It <br /> does not have access for maintenance. He suggested the feasibility of <br /> the extension of Edna Road. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Dennis Wilson, Engineer with Mid-Valley Engineering, <br /> Modesto, said that in 1892 a one foot "spite strip" was created along <br /> the northerly line of the parcel. That is a illegal strip and this <br /> particular application will allow that problem to be corrected. Mr. <br /> Wilson noted that the developer is Jeff Davidson. In response to <br /> Public Works ' question on the drainage pond, Mr. Wilson said that the <br /> drainage pond cannot be designed at this time. They wish to wait <br /> until there is action on this application before further expense is <br /> incurred. However, he said they will provide adequate access to the <br /> pond. He said that the pond will be placed in such a location so as <br /> not to detract from the value of the lots . <br /> - 1 - <br />
