The proposed project is located on two unnamed channel islands in Old River, approximately 2 ,000 feet northeast of the Tracy Boulevard and Whitehall Road intersections , north of Tracy in San Joaquin County. The project consists of a proposed General Plan Amendment to change the land use designation on 138 acres on both islands from "General Agriculture" to "Recreation" . This land use change would allow the construction of a recreational complex consisting of two marinas , a restaurant/bar, boat shops , Mini-Mart , 350 camp sites , and a 337 space Mobile Home Park . Wildlife habitat conditions within the project site consist of mixed agricultural and native vegetation on two natural islands in Old River. There are excellent examples of "Great Valley Mixed Riparian Forest" habitat (mature riparian, i . e . , valley oak , willow, box elder, wild grape , etc . ) in the area immediately surrounding the proposed project. Although much of the project site is currently cleared for farming , there is remnant mature riparian vegetation surrounding the islands . Waterways immediately adjacent to the project site have significant stands of native veaetation which provide excellent wildlife habitat and contribute substantially to the fish and wildlife value of the Old River ecosystem. Department records indicate at least two State-listed threatened Swainson' s hawk ( Buteo swainsoni ) nests occur in the vicinity of the project site. It is possible that a Swainson' s hawk nest( s) may also be found within the project site in the large trees on the subject islands .
