The project consists of a proposed General Plan <br /> Amendment to change the land use designation on 138 acres on both <br /> islands from "General Agriculture" to "Recreation" . This land <br /> use change would allow the construction of a recreational complex <br /> consisting of two marinas , a restaurant/bar, boat shops , <br /> Mini-Mart , 350 camp sites , and a 337 space Mobile Home Park . <br /> Wildlife habitat conditions within the project site consist of <br /> mixed agricultural and native vegetation on two natural islands <br /> in Old River. There are excellent examples of "Great Valley <br /> Mixed Riparian Forest" habitat (mature riparian, i . e . , valley <br /> oak , willow, box elder, wild grape , etc . ) in the area immediately <br /> surrounding the proposed project. Although much of the project <br /> site is currently cleared for farming , there is remnant mature <br /> riparian vegetation surrounding the islands . Waterways <br /> immediately adjacent to the project site have significant stands <br /> of native veaetation which provide excellent wildlife habitat and <br /> contribute substantially to the fish and wildlife value of the <br /> Old River ecosystem. <br /> Department records indicate at least two State-listed threatened <br /> Swainson' s hawk ( Buteo swainsoni ) nests occur in the vicinity of <br /> the project site. It is possible that a Swainson' s hawk nest( s) <br /> may also be found within the project site in the large trees on <br /> the subject islands . <br />
